General-Purpose AI (GPAI) Models [Art 53]
Rule: Foundation models and general-purpose AI have specific obligations.
All GPAI models must:
- Maintain technical documentation
- Provide information to downstream providers
- Comply with copyright rules
- Publish training content summary
Systemic risk models (>10^25 FLOPs) additionally must:
- Conduct model evaluations
- Assess and mitigate systemic risks
- Report serious incidents
- Ensure cybersecurity

Systemic risk threshold: Models with total computing power of more than 10^25 FLOPs are presumed to have systemic risk.
