General-Purpose AI (GPAI) Models [Art 53]

Rule: Foundation models and general-purpose AI have specific obligations.

All GPAI models must:

  • Maintain technical documentation
  • Provide information to downstream providers
  • Comply with copyright rules
  • Publish training content summary

Systemic risk models (>10^25 FLOPs) additionally must:

  • Conduct model evaluations
  • Assess and mitigate systemic risks
  • Report serious incidents
  • Ensure cybersecurity

Article 53(1): Providers of general-purpose AI models shall: (a) draw up and keep up-to-date the technical documentation of the model… to be able to make it available upon request to the AI Office and the national competent authorities; (b) draw up, keep up-to-date and make available information and documentation to providers of AI systems who intend to integrate the general-purpose AI model into their AI systems… (c) put in place a policy to comply with Union law on copyright…

Article 55(1): Providers of general-purpose AI models with systemic risk shall: (a) perform model evaluation… including conducting and documenting adversarial testing of the model… (b) assess and mitigate possible systemic risks at Union level… (c) keep track of, document and report… to the AI Office… serious incidents…

Systemic risk threshold: Models with total computing power of more than 10^25 FLOPs are presumed to have systemic risk.
